Formed in 1996, LegalNet Works Incorporated focuses on the development of information security laws and regulations with an emphasis on liability, risk management, national security, regulatory compliance, and privacy. LegalNet consults both government and industry officials on legal and policy reform in these complex areas.

Lee M. Zeichner, Esq.

Lee M. Zeichner is President of LegalNet Works, Inc. Mr. Zeichner served as senior counsel to the President's Commission on Critical Infrastructure Protection and has been a legal consultant to the Critical Infrastructure Assurance Office since May 1998, when Presidential Decision Directive 63 created that office. Mr. Zeichner also served as legal counsel to the Y2K National Information Coordination Center (ICC). During his tenure with the ICC, Mr. Zeichner prepared relevant privacy guidelines, drafted the ICC's Information Security Policy and Operations Manual, and prepared analysis of laws and policies to support restoration of critical infrastructure during a national security emergency.

Mr. Zeichner is a graduate of Georgetown University Law Center (1988 cum laude). He graduated from the University of Florida (B.A. 1983, Phi Beta Kappa) and received his Masters in East Asian Studies from Stanford University. Mr. Zeichner recently published a legal treatise, Cyber Security & Corporate Liability, for Matthew Bender & Co., a division of Lexis-Nexis.

Mitchell S. Baxter

Mitchell S. Baxter is Vice President for Critical Infrastructure Programs at LegalNet. Mr. Baxter focuses on issues relating to critical infrastructure protection and information security, with an emphasis on corporate liability, privacy, information sharing, best practices, and auditing.

Mr. Baxter worked with the President's Commission on Critical Infrastructure Protection in 1997, analyzing and categorizing information-sharing models, as well as studying legal impediments to information sharing, including antitrust and tort liability. His current work focuses on legal issues associated with public-private partnerships for infrastructure protection and law enforcement/national security-related issues. As part of his work for the Critical Infrastructure Assurance Office, Mr. Baxter worked closely with the President's Council on Year 2000 Conversion, and helped establish and oversee the Cyber Assurance National Information Center, an industry-led effort to monitor the state of the Internet and related components during the Y2K rollover.

Mr. Baxter studied Political Science at the University of Florida, then graduated from Georgetown University Law School in 1988. Before joining LegalNet, he worked with several law firms and businesses, gaining experience in commercial and tort litigation, real estate transactions, and international trade.

Jeanne Geers

Jeanne Geers is Senior Director for Information Assurance Programs at LegalNet. Ms. Geers joined the PCCIP Transition Office and the Critical Infrastructure Assurance Office as the Public Affairs Officer. In addition to public outreach, Ms. Geers coordinated with the Department of State on international issues, and with the Office of Management and Budget on budget issues. Prior to joining LegalNet, Ms. Geers served as a Program and Management Analyst at the Bureau of Export Administration.

Ms. Geers received her B.A. in International Studies from Rhodes College (1993, Phi Beta Kappa) and spent one year at the Defense Language Institute studying Russian. Her M.A. is from the University of Washington. Ms. Geers began her career in Washington, DC as a Presidential Management Intern at the Department of Commerce.

Julie Addison Morris

Julie Addison is a Senior Researcher for Critical Infrastructure Programs at LegalNet. Ms. Addison has coordinated project management at LegalNet since 1996. Ms. Addison worked closely with commissioners and staff at the President's Commission on Critical Infrastructure Protection (PCCIP) in the development of the Legal Authorities Database, and has managed projects at the Critical Infrastructure Assurance Office (CIAO) since 1998. During Year 2000 preparations, Ms. Addison organized several initiatives as part of LegalNet's support for the Cyber Assurance National Information Center. Ms. Addison holds a bachelor's degree (1994 magna cum laude) and master's degree (1999 summa cum laude) from George Mason University.

Morgan R. Allen

Ms. Allen joined LegalNet in 1998, serving as the administrative assistant to the President for three years. She is now a Research Associate, and manages research projects in the areas of legal and regulatory compliance, national security, and privacy. Ms. Allen also serves as LegalNet's Webmaster, specializing in HTML and Pascal as well as numerous computer applications. She is currently enrolled at Montgomery College, and plans to graduate from the University of Maryland with a degree in engineering or pre-med.
